When you are having problem as above, you may start by performing trace route from the particular Computer to check the connection path. Open the Command prompt and enter the command as below:-
When you get a reply from your server IP address at the end of the tracert result, then the connection is fine, it could be other problem such as browser. Else if it is timeout, you might need to consult your network or Internet Service Provider (ISP) for further checking since this is ready from their end.
